On Feb. 27, Press Conference on Talent Development Work is held in Hangzhou, announcing a series of news including suggestions on facilitating international-level talent development, building a group of “renowned universities, colleges and institutes”, policies on entry and exit convenience for foreign talents, and upcoming new policies for foreigners to work in Hangzhou. Over recent years, Hangzhou has been dedicated to facilitating international-level talent buildup, and has introduced 29000 high-level graduates with overseas education background and 15000 foreign talents. There are more than 4980 enterprises registered by foreigners (acting as the legal person) in Hangzhou, and Hangzhou has been selected as “Ten Most Attractive Cities to Foreign Talents” for seven years on end.
In 2017, Hangzhou ranked No. 1 in China in terms of net talent inflow rate and net overseas talent inflow rate. Hangzhou Municipal Committee of the Communist Party of China and People’s Government of Hangzhou Municipality have released Suggestions on Facilitating Implementation of International-level Talents Buildup in Hangzhou (hereinafter referred to as the Suggestions), which is another significant talent policy in the wake of “27 Clauses of New Talent Policy” of Hangzhou released in 2015 and “22 Clauses of Several Suggestions” of Hangzhou talents released in 2016.
The Suggestions focus on innovation of more competitive mechanisms of international talents introduction, development and retention, centering around introduction of overseas talents and development of domestic international-level talents, and set forth creative policies such as “Ten Clauses of International Talent Pool Buildup” and “Six Clauses of Comprehensive Talent Development”.

Classified Qualification Identification
for Foreign Talents
Based on academic strength, technical level, achievement and contribution of foreign talents, they are identified in five classifications, namely Top-notch Talent (F1), Leading Talent (F2), Outstanding Talent (F3), High-End Talent (F4) and Senior Talent (F5), and corresponding policies will be formulated. The policies include permanent residence in China, entry and exit visa, residence permit, and port visa, which are identical to the policies of Beijing, Shanghai, Guangzhou and Shenzhen.
When foreign talents come to Hangzhou to start up business with their projects which agree with Hangzhou’s industry development direction, once reviewed and approved, a startup aid amounting to RMB 200,000 to 5,000,000 will be offered to the talents. For those especially outstanding talents and projects, the case may be reviewed on the individual basis, and maximum RMB 100,000,000 aid may be offered.
Build A International Talent Startup
Enterprises and projects entering the park, once reviewed and approved, will be entitled to a startup subsidy of maximum RMB 5,000,000, supporting aid for science and technology of maximum RMB 3,000,000, preferential tax policies including income tax deduction and amplified R&D expenses added to before-tax expenses for high-tech enterprises as provided. High-level foreign experts introduced to the park will be entitled to annual stipend of maximum RMB 600,000 after review and approval.
Foreign excellent students studying in China can work in Hangzhou directly upon graduation. Those fresh foreign graduates first introduced to work in Hangzhou will be entitled to one-off living (or housing) subsidy of RMB 20,000 for masters or RMB 30,000 for doctorates per person. And foreign postdoctoral appointees will be entitled to another one-off living subsidy of RMB 20,000 per person.
In CK Zone·Hangzhou Foreign High-level Talent Innovation and Business Startup Competition, hold a dedicated match for foreign talents. Prize-winning projects localized and geared into production in Hangzhou will be entitled to project aid of maximum RMB 5,000,000 without review and approval. Initiate recruitment of urgent positions for overseas high-level talents in the form of project vacancies to fill in high-specialty positions in enterprises, organizations and authorities.
Foreign talents granted with “Qianjiang Friendship Award” from Hangzhou Government will be offered an aid of RMB 50,000. Excellent foreign talents will be of preferential recommendation to Hangzhou Outstanding Talents and Talents with Extraordinary Contributions Introduced to Hangzhou.
Double the schools for foreigners’ kids within five years, and the total number shall reach 10 in Hangzhou by 2022, to satisfy the kid education needs of foreigners in Hangzhou. Strengthen collaboration of city hospitals with domestic and overseas renowned hospitals, and gradually build an international medical expense settlement system with renowned insurers.
Set up exclusive public service windows for foreign talents, providing one-stop service for implementing all applicable policies for foreign talents. Set up foreign talent associations and clubs to diversify their cultural and entertainment activities. Build a group of “international communities”, and build 30 pilot international communities by the end of 2018 to establish an international community network across the entire urban area by 2022.
The one-off housing subsidy, living subsidy, R&D kickoff expenses paid by enterprises for introducing foreign high-level talents can be deducted from profit when calculating the enterprise income tax as provided. Expenses paid for foreign high-level talents introduced by state-owned enterprises shall be deemed as profit, and remuneration for such talents shall not be included in the enterprise’s current year’s and next year’s total amount of remuneration.
Individuals or intermediary agencies introducing international top-notch or leading talents or teams to Hangzhou will be granted talent introduction aid of maximum RMB 300,000 when the case is reported and approved.
