Over the past few years, Hangzhou has attracted around 29 thousand high-level overseas talents and 15 thousand foreign talents, and has been declared as one of the “Top 10 Attractive Chinese Cities for Foreigners” for seven years in a row.

In 2017, Hangzhou ranked first for both the net inflow rate of talents and the net inflow rate of overseas talents among all cities nationwide. Recently, Hangzhou has launched new policies named “10 Measures to Gather Talents Worldwide”, “6 Open Measures for Talent Education” along with other talent policies so as to introduce talents from home and abroad.

Foreign talents will be classified into five levels according to academic ability, technical level, and performance contribution. These are top talent (class F1), leading talent (class F2), excellent talent (class F3), high-end talent (class F4) and senior talent (class F5).

Foreign talents in Hangzhou can enjoy great conveniences in permanent residence application, entry and exit visa, residence permit, port visa, as well as having the same entry and exit policies as in Beijing, Shanghai, Guangzhou and Shenzhen.

Foreign talents that bring projects to Hangzhou to start businesses can get a government grant with a range of 200 thousand Yuan to 5 million Yuan as entrepreneurial support if the project is in line with the development of Hangzhou’s industry. For the outstanding talents and projects, the grant can be a maximum of 100 million Yuan.

An International Talent Innovation Park will be built, where enterprises and projects can get venture support funds with a maximum of 5 million Yuan, as well a technology major special support fund with a maximum of 3 million Yuan with a preferential tax policy.

The high-level foreign experts introduced to the Park will be awarded with an annual salary of up to 600 thousand Yuan.

Additionally, a special competition for foreign talents will be held named “Hangzhou Innovation and Entrepreneurship Competition for Overseas High-Level Talents “. The winning project that later transforms itself into business in Hangzhou can get project funding with a maximum of 5 million Yuan without evaluation.

For the state-owned enterprises, the foreign high-level talent funds are considered the same as the profit assessment, and the salary is not included in the total salary of the enterprise in the year and the following year.

Outstanding foreign students can be directly employed in Hangzhou after graduation. For foreign talents introduced to Hangzhou as new graduates, a one-time living or housing allowance of 20 thousand Yuan will be given to graduate students. While PHD graduates will receive 30 thousand Yuan. Besides the above, foreign postdoctoral researchers can receive another one-time allowance of 20 thousand Yuan per person.

The number of children’s schools for foreign talents will double in five years, from 5 to 10 by 2022. By the end of 2018, 30 demonstration sites for an international community will be established; and full coverage of the international community in urban areas will be achieved by 2022.

In the field of domestic talents, a training competition will be launched towards entrepreneurs, professional technicians, high skilled talents, teachers, and medical staff with regards to international ability development. 150 thousand Yuan to 500 thousand Yuan will be awarded to the winners of the world skills competition award, and 20 thousand Yuan will be awarded to those who have newly obtained the international industry qualification certificate.

In addition, in the next 10 years, Hangzhou will also introduce several world-class universities to build a Sino-foreign university with an independent legal entity and introduce more than 5 top domestic universities to Hangzhou.

The goal of this is to establish local campuses, branch campuses and graduate schools. It focuses on the introduction of the national “double first class” universities, the top 100 universities worldwide, the top five disciplines in the nation and the top 20 disciplines worldwide.
